Federal OSHA generally regulates covered employers and their employees. Truly self-employed workers are outside OSH Act coverage; employment classification must reflect the facts. OSHA-approved State Plans can impose different or additional requirements. Coverage • State Plans.
Why cleaners sit alongside painters in Table S-4
A painter can encounter exposed wiring while painting. A cleaner can encounter electrical defects while washing an array. ISCA’s interpretation: comparable exposure creates a comparable training need where 1910.332 applies.
